[Isocops] IBEX ORbit# 216 SSR_Dump/Tracking Contact

Guys,
    The SSR_Dump/Tracking contact for ORbit# 216 was nominal for
command/telemetry and the inertial maneuver successful.
The following objectives were accomplished

1. reset_master_timer.scr
2. CAR# 636 Upload Orbit# 218 ATS
IBEX_2013_240_o0218a_v001.scr (335-422)
3. @ACT_ResetTaskRawFailed (AC_FDC)
4. @ECT_SetRelay (stx,off)

VC0=1420 with 2 errors
VC2= 23712 with 0 errors
