[Isocops] IBEX Orbit# 217 ATS (19 Aug 13 - 28 Aug 13) - v001 approval

All, 

I have looked at the orbit 217 ATS, 

IBEX_2013_231_o0217a_v001.scr, 

and I approve. 

There are no constraint violations in 

IBEX_2013_231_o0217a_v001.ccvr. 

The PL commands in the v001 ATS match those in the v002 STF, 

IBEX_2013_231_o0217a_v002.stf. 

Ascending and descending command sequences are consistent with each other and 15 Re ascending, the apogee maneuver time and 15 Re descending as determined from the OEF file, 

IBEX_2013_231_o0217a_v001.oef, 

and as verified with ibex_orbit. 

There are two star tracker outages. The first starts at 14 Re ascending and ends about 10 1/2 hours after 15 Re ascending. The initial part of arc A may need despinning because of this outage. The second outage starts about 1 1/2 hours before perigee and ends about 3 1/2 hours after perigee. No despinning should be required due to this outage. 

There is one moon in Lo FOV session. It starts in arc A and ends in arc B. The ATS start time is about 7 1/2 hours after that in the OEF and the ATS end time is about 4 1/4 hours before that in the OEF. These differences are not unusual. 

The ground station command sequences are correct and the timing and bit rates match those in the contacts file, 

IBEX_Orbit217Contacts.txt, 

for all contacts (4). 

We are doing battery cell balancing this orbit and the balancing commands are correct and offset by enough time from other commands. 

The inertial maneuver at perigee of orbit 216 left us pointing in safe directions for orbit 217 arc A ascending and descending sequences:
