[Isocops] IBEX Goat Herder 2 Aug 13

The APL-18 SSR_Dump/Tracking contact for Orbit#214 was successful.  All the
data has been received.

The USN/AK contact was nominal for command/telemetry and the inertial
maneuver successful.

 The USN/AK contact experienced late AOS due to low maximum elevation.  After
13 minutes, the antenna was repositioned and telemetry/command link was
established.
