[Isocops] IBEX Orbit# 182 ATS v001 (Hi/CEU) and v002 (Lo) - approve

	I have looked at the Orbit 182 ATS v001 (No -Lo commands)

IBEX_2012_280_o0182a_v001.txt

	and the corresponding -Lo command ATS v002

IBEX_2012_280_o0182a_Lo_Commands_v002.txt

and I approve.

	No constraint violations per .ccvr file:

IBEX_2012_280_o0182a_v001.ccvr

	-Lo-only load .ccvr has the expected violations due to lack 
of -Hi and CEU commands in the -Lo alone load.

	The PL commands in the ATS v001 match the STF v002

IBEX_2012_280_o0182a_v002.stf

	and the -Lo commands in the ATS v002 match the -Lo STF v001

IBEX_2012_280_o0182a_LoCommanding_v001.stf

per Ken's script (thanks!).

	PL ascending and descending operations (-Hi/CEU and -Lo) make 
sense with respect to 15 Re ascending, Apogee, and 15 Re descending 
times from

IBEX_2012_280_o0182a_v001.oef

	Star tracker outage on ascending arc ends before 15 Re 
ascending. Star tracker outage near perigee starts 9 hours after 
inertial maneuver is complete. No consequence from outages.

	Moon in -LO FOV for 1 day during ascending arc. -Lo commands 
this load include PMT set-back similar to times in .oef, late by 6 
hours at start and 4 hours at end for a 21-hour outage.

	No ground station contact commands in either load, to save 
command space. Contacts file shows contacts at reasonable times.

	Battery cell balancing this orbit. Skipped last orbit, should 
do again next orbit. Star Tracker outage during balancing will not 
affect it.

	Inertial maneuver at the end of orbit 181 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
