[Isocops] IBEX Orbit# 181 ATS v001 (Hi/CEU and Lo) - approve - no contacts

	I have looked at the Orbit 181 ATS v001 (No -Lo commands)

IBEX_2012_271_o0181a_v001.txt

	and the corresponding -Lo command ATS

IBEX_2012_271_o0181a_Lo_Commands_v001.txt

and I approve.

	No constraint violations per .ccvr file:

IBEX_2012_271_o0181a_v001.ccvr

	-Lo-only load .ccvr

IBEX_2012_271_o0181a_Lo_Commands_v001.ccvr

	has the expected violations due to lack of -Hi and CEU 
commands in the -Lo alone load.

	The PL commands in the ATS v001 match the STF v002

IBEX_2012_271_o0181a_v002.stf

per Ken's script (thanks!).

	PL ascending and descending operations (-Hi/CEU and -Lo) make 
sense with respect to 15 Re ascending, Apogee, and 15 Re descending 
times from

IBEX_2012_271_o0181a_v001.oef

	Star tracker outage on ascending arc ends before inertial 
maneuver. Star tracker outage near perigee starts 5 hours after 
inertial maneuver is complete.

	Moon in -LO FOV for 3 days during descending arc. -Lo 
commands this load include PMT set-back concentric with times in 
.oef, inside by 3 hours at start and same time at end.

	No Ground station contact commands or contacts file.

	No battery cell balancing this orbit. Did this last 2 orbits, 
should return next orbit.

	Inertial maneuver at the end of orbit 180 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
