[Isocops] IBEX Goat Herder 10 Sept 12

[Ibex Mission Operations]

The command/telemetry was nominal during the Perigee contacts for Orbit#
178 and the inertial maneuver was successful.

The remainder of the Lo Recovery CAR was completed. All telemetry storage
rates are back to default levels and our nominal ops plan is stable moving
forward with the PAC at 7kV.
