[Isocops] IBEX CEU SOH check for Orbits 163-167.

IBEX instrument teams,
	20 orbits behind. Well, it's been relatively busy. Starting 
to catch up today.

	For Arc 163a: No obvious spin problems. Spin rate does show a 
reaction to the eclipse around spin 9500. Hi Positive Collimator 
current shows some "fuzz" around day 1.4. Otherwise nominal.

	For Arc 163b: Spin error goes to large values near end of 
orbit, although FractionValid doesn't drop below about 10% and 
General Status plot looks OK. Otherwise nominal.

	For Arc 164a: No obvious spin problems. IBEX-HI CEM back 
count exceeds yellow limit a couple of times in the first day, not 
near red limit; IBEX-Lo TOF Positive 5V Current monitor reflects 
this, as does IBEX-Hi Total Counts. IBEX-Hi Positive Collimator 
Current shows some strong "fuzz" about day 1.2. IBEX-Lo MCP Volt 
monitor shows "fuzz" through day 2, reflected in Positive 12V CEU 
Switch Current. Otherwise nominal.

	For Arc 164b: No obvious spin problems, although as with last 
orbit FractionValid drops near 10% near end of orbit. Otherwise 
nominal.

	For Arc 165a: Serious spin problems, starting day 0.7 or so, 
with a curious drop-out in the data. ACS performance looks good, with 
FractionValid dipping only to 50% or so near apogee. Otherwise 
nominal.

	For Arc 165b: Spin problems during day 2 and again at end of 
orbit, reflected by FractionValid dipping to 10%, as well as near end 
of orbit when it goes to ~0. Otherwise nominal.

	For Arc 166a: No obvious spin problems. IBEX-Lo PAC Current 
Monitor exceeds yellow limit at start-up for one sample. Otherwise 
nominal.

	For Arc 166b: No obvious spin problems, although 
FractionValid goes to 0 near end of orbit. IBEX-Lo MCP Volt Monitor 
shows 3 drop-outs. Otherwise nominal.

	For Arc 167a: No obvious spin problems. IBEX-Hi CEM Back 
Count Exceeds RED limit about day 1.25, for a noticeable period. 
Yellow limit is exceeded for ~6 hours total. Back within limits by 
day 1.5. IBEX-Hi Positive Collimator Current reflects this with small 
current variations, as does the "noise" on IBEX-Lo LV Current and 
Volt Monitors and IBEX-Lo TOF Positive 6V monitor, and to a small 
extent by Positive 12V CEU Switch Current.

	For Arc 167b: No obvious spin problems, although 
FractionValid is dropping toward zero at the end of the orbit. 
IBEX-Lo MCP Volt Montior has low "fuzz" days 5.5-6.5, with two 
dropouts during that period; this is reflected by Positive 12V CEU 
Switch Current as usual. IBEX-Lo PAC Current monitor exceeds yellow 
limit at turn-on.
