[Isocops] IBEX Orbit# 183 ATS v001 (Hi/CEU) and v001 (Lo) - approve

All,
I have looked at the Orbit 183 ATS v001 (No -Lo commands)
IBEX_2012_289_o0183a_v001.txt
and the corresponding -Lo command ATS v001
IBEX_2012_289_o0183a_Lo_Commands_v001.txt
and I approve.
No constraint violations per .ccvr file:
IBEX_2012_289_o0183a_v001.ccvr
-Lo-only load .ccvr
IBEX_2012_289_o0183a_Lo_Commands_v001.ccvr
has the expected violations due to lack of -Hi and CEU
commands in the -Lo alone load.
The PL commands in the ATS v001 match the STF v002
IBEX_2012_289_o0183a_v002.stf
and the -Lo commands in the -Lo ATS v001 match the -Lo STF v001
IBEX_2012_289_o0183a_LoCommanding_v001.stf
per Ken's script (thanks!).
PL ascending and descending operations (-Hi/CEU and -Lo) make
sense with respect each other and to 15 Re ascending, Apogee, and 15
Re descending times from
IBEX_2012_289_o0183a_v001.oef
Star tracker outage late in perigee starts 7 hours after
perigee maneuver. No consequence from outage.
Moon in -LO FOV for 14 hours during descending arc. -Lo
commands this load include PMT set-back similar to times in .oef,
late by 1 hour at start and 1.5 hours at end.
No ground station contact commands in either load, to save
command space. Contacts file shows contacts at reasonable times, not
during battery cell balancing or maneuver.
Battery cell balancing this orbit. Did last orbit, should
skip next orbit.
Inertial maneuver at the end of orbit 182 left us pointing in
a safe direction for ascending and descending macros during first
half of orbit:
