Here are the planning files and ATS for Orbit# 183 IBEX_Lo Commands
All approvals/commands are required before 19 Oct 12 @1800 UTC

1. All Soft Constraint Violations are generated because only IBEX_Lo
commands were used to generate the ATS
2. Orbit# 183 ATS contains BUS, IBEX_Hi and Inertial Maneuver Commands
