[Isocops] IBEX Orbit# 189 ATS v004 (8 Dec 12 - 17 Dec 12)

All,
	diff shows the only difference between version 004 and 
version 002 (approved) is the timing of the LongEclipseFlag FALSE 
command; v004 has that command coincident with the end of the 
eclipse, as desired.
	I approve v004.
