[Isocops] IBEX Orbit# 189 ATS v002 and -Hi threshold test - approve

	I have looked at the Orbit 189 ATS v002

IBEX_2012_343_o0189a_v002.txt

	and I approve.

	One constraint violation per .ccvr file:

IBEX_2012_343_o0189a_v001.ccvr

	low battery state caused by eclipse, as expected.

	The PL commands in the ATS v002 file match those in the STF

IBEX_2012_343_o0189a_v001.stf

	and those in the -Hi threshold test match the -Hi threshold STF

IBEX_2012_343_o0189a_v001_htd.stf

	according to Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to each other and to 15 Re ascending, Apogee, eclipse, and 15 
Re descending times from

IBEX_2012_343_o0189a_v001.oef

	Star tracker outage for first 19 hours of first arc ascending 
science operations and SSR dump pass; should not affect ramp-up but 
may require de-spinning.

	Eclipse operations near perigee, after descending for second arc.

	No Moon in -LO FOV.

	Ground station contact commands match contact times in Contacts file

IBEX_2012_Orbit189_v002.caf

	for all 3 contacts. No contacts during eclipse. Post Eclipse 
pass  begins 2 hours after eclipse ends.

	Battery cell balancing unavoidable due to eclipse operations. 
FALSE command is the second command, as appropriate.

	Inertial maneuver at the end of orbit 188 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
