[Isocops] IBEX Orbit# 169 ATS v001 - approve

	I have looked at the Orbit 169 ATS v001

IBEX_2012_161_o0169a_v001.txt

and I approve.

	No constraint violations per .ccvr file:

	The PL commands in the ATS v001 match the STF v001

IBEX_2012_161_o0169a_v001.stf

per Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2012_161_o0169a_v001.oef

	Star tracker outages on June 17-18 during descending delays 
perigee maneuver.

	Moon in -LO FOV Commands are within about 2 hours of .oef 
times over and ~6 hour eclipse, as normal.

	Ground station contact times not checked.

	No battery cell balancing this orbit. Did this last 2 orbits, 
should skip this orbit.

	Inertial maneuver at the end of orbit 168 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
