[Isocops] IBEX Orbit# 162 ATS v001 (and -Lo TOF test v002) - approve

All,
I have looked at the Orbit 162 ATS v001
IBEX_2012_098_o0162a_v001.txt
and the additional -Lo TOF test ATS
IBEX_2012_098_o0162a_loTOFTest_v002.txt
and I approve. The TOF test commands fall in the correct period
between 15 Re ascending and Apogee descending commands.
No constraint violations per .ccvr file:
IBEX_2012_098_o0162a_v001.ccvr
The PL commands in the ATS v001 match the STF v001
IBEX_2012_098_o0162a_v001.stf
per Ken's script.
PL ascending and descending operations make sense with
respect to 15 Re ascending, Apogee, and 15 Re descending times from
IBEX_2012_098_o0162a_v001.oef
Star tracker outage from the beginning of orbit to the 11th
required sun-pointing maneuver at previous perigee. Moon in -Lo FOV
from 14th to 15th; ATS commands are later than .oef predictions by
1-2 hours for a 14-hour period; this is normal.
Ground station contact times and rates per
IBEX_Orbit162Contacts_v001.txt
match S/C commands for all 3 contacts.
Battery cell balancing this orbit; we skipped orbit before
last. True for 90 minutes, FALSE is second command, 2 hours from
anything.
Sun-pointing maneuver at the end of orbit 161 left us
pointing in a safe direction for ascending and descending macros
during first half of orbit:
