[Isocops] IBEX Orbit# 161, 162 -Lo TOF test - approve

	I have looked at the Orbit 161 -Lo TOF test

IBEX_2012_089_o0161a_loTOFTest_v002.txt

and I approve.

	There is of course overlap with the existing O161 commands;

	So there does not appear to be any dangerous overlap.

	I have not looked at total capacity of command buffer but ot 
does not look like an issue based on previous (gain scan) command 
loads.

	The Orbit 162 test is simlarly placed in the orbit and should 
be equally OK, but I'll have to review that when the O162 ATS comes 
out in a few days.
