[Isocops] IBEX CEU SOH check for Orbits 146-147. * RED LIMIT Hi - Coll V

IBEX instrument teams,
	Still working; found something I probably should have caught 
a while back.

	Commands for Ascending arcs 146a-149a send IBEX-Hi Negative 
Collimator Voltage to -1300 V, which is equal to the RED LIMIT on the 
plots. We should probably change the red limit on that plot.

	Commands for Ascending arcs 149a-152a send IBEX-Hi Negative 
Collimator Voltage to -1400 V, which is 100V BEYOND the RED LIMIT on 
the plot. We should definitely change the red limit on that plot.

	Commands for Ascending arcs 153a-154a send IBEX-Hi Negative 
Collimator Voltage to -1600 V, which is **OFF THE PLOT** (and beyond 
the RED LIMIT) on the plot. We should definitely have some weeks ago 
changed the red limit and scale on that plot.

	I'll continue to report RED LIMITs on that through orbit 154, 
when we quit doing that; since it was anticipated, these RED LIMITs 
should be ignored but we should fix the plot soon.

	For Arc 146a: No obvious spin problems. ***IBEX-HI Negative 
Collimator Voltage appears at RED LIMIT *** (-1300V) as commanded. 
Otherwise Nominal.

	For Arc 146b: No obvious spin problems. "Fuzz" as before, 
modulated by IBEX-Lo PMT Voltage. Otherwise Nominal.

	For Arc 147a: No obvious spin problems, although 
FractionValid is low (12%) early in the arc. ***IBEX-HI Negative 
Collimator Voltage appears at RED LIMIT *** (-1300V) as commanded. 
*** IBEX-Lo LV Current Monitor has a single spike to the RED LIMIT 
*** which is likely a spurious measurement, judging from its 
isolation. IBEX-Lo MCP Volt monitor shows a single drop-out, also 
likely a spurious measurement.

	For Arc 147b: No obvious spin problems. Nominal.
