[Isocops] IBEX Orbit# 161 ATS v001 - approve

	I have looked at the Orbit 161 ATS v001

IBEX_2012_089_o0161a_v001.txt

and I approve.

	No constraint violations per .ccvr file:

	The PL commands in the ATS v001 match the STF v001

IBEX_2012_088_o0161a_v001.stf

per visual inspection.

	PL ascending and descending operations make sense with 
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2012_089_o0161a_v001.oef

	Star tracker outage from the 4th to a few minutes from end of 
orbit, so sun-pointing maneuver at perigee. Moon in -Lo FOV from 29th 
to 30th; ATS commands are later than .oef predictions by up to 6 and 
4 hours for a 20-hour period; this is normal.

	Ground station contact times and rates per

IBEX_Orbit161Contacts_v001.txt

match S/C commands for all 3 contacts.

	Battery cell balancing this orbit; we skipped last orbit. 
True for 90 minutes, FALSE is second command.

	Inertial maneuver at the end of orbit 160 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
