[Isocops] IBEX CEU SOH check for Orbits 133-139. RED LIMITS on CEM Back Count

IBEX instrument teams,
	Still working. Done with the 130's.

	For Arc 135a: No obvious spin problems. NOTE: IBEX-HI CEM 
Back Count Exceeds RED limit about Day 1, with a previous high Yellow 
excursion a few hours earlier. This looks like a "real" event; 
notable and elevated CEM Back count values occur through the rest of 
the orbit. IBEX-HI Positive Collimator Current, "fuzz" on IBEX-Lo MCP 
Volt Monitor, IBEX-Lo TOF Positive 5V Current Monitor, and Positive 
12 Volt CEU Switch Current also reflects the high count rate at Day 
1. There appears to be a yellow high (barely) transient at ramp-up in 
the IBEX-Lo PAC Current Monitor, likely unrelated to the CEM Current 
exceedance. Otherwise Nominal.

	For Arc 135b: ACS Spin error gets very large at end of arc, 
with ComputedFractionValid -> 0, but SS Voltage data appear 
well-despun. "Fuzz" appears on IBEX-Lo MCP Volt Monitor around day 
7.5, reflected as usual in Positive 12 Volt CEU Switch Current. 
Otherwise Nominal.

	For Arc 136a: No obvious spin problems. NOTE: IBEX-HI CEM 
Back Count Exceeds RED limit about Day 1. As for Arc 135a, this looks 
like a "real" event; notable and elevated CEM Back count values occur 
through the rest of the orbit.  "Fuzz" appears on IBEX-Lo MCP Volt 
Monitor up to day 1.1 or so, reflected as usual in Positive 12 Volt 
CEU Switch Current. There are also a couple of drop-outs in IBEX-Lo 
MCP Volt Monitor. Positive 12 Volt CEU Switch Current  reflects the 
high count rate at Day 1 and other times during the Arc. Otherwise 
Nominal.

	For Arc 136b: No obvious spin problems. "Fuzz" appears on 
IBEX-Lo MCP Volt Monitor after Day 7.5 or so, reflected as usual in 
Positive 12 Volt CEU Switch Current. There is also a drop-out in 
IBEX-Lo MCP Volt Monitor. Otherwise Nominal.

	For Arc 137a: No obvious spin problems. "Fuzz" appears on 
IBEX-Lo MCP Volt Monitor Before Day 1.2 or so, reflected as usual in 
Positive 12 Volt CEU Switch Current. Although it's hard to see, it 
looks as though the IBEX-Lo PAC Current Monitor exceeds the yellow 
limit by a small margin at ramp-up. Otherwise Nominal.

	For Arc 137b: No obvious spin problems. IBEX-Lo MCP Volt 
Monitor "Fuzz" as above, after about Day 8. Otherwise Nominal.

	For Arc 138a: No obvious spin problems. IBEX-Lo MCP Volt 
Monitor "Fuzz" as above, before about Day 1.5. Otherwise Nominal.

	For Arc 138b: No obvious spin problems. Some pronounced noise 
in IBEX-HI  Positive collimator Current starting day 8.5. IBEX-Lo MCP 
Volt Monitor "Fuzz" as above, after about Day 8.1. IBEX-Lo PAC 
Current Monitor exceeds the yellow limit by a small margin at 
ramp-up. Otherwise Nominal.

	For Arc 139a: Spin problem at start of orbit, with spin angle 
drifting slowly low and then suddenly resetting around day 1 or so. 
FractionValid is small, but rising during this period. IBEX-HI CEM 
Back Count barely breaks yellow limit around day 2.9, but there is 
activity all orbit. There is slight noise on IBEX-HI Positive 
Collimator Current for the first few hours. IBEX-Lo MCP Volt Monitor 
shows "Fuzz" as above, before about Day 2, and 2 drop-outs. Positive 
12 Volt CEU Switch current reflects "Fuzz" as well as CEM Back Count 
elevated values. Otherwise Nominal.

	For Arc 139b: No obvious spin problems. IBEX-Lo MCP Volt 
Monitor shows "Fuzz" as above, last 4 hours or so only. Otherwise 
Nominal.
