[Isocops] IBEX CEU SOH check for Orbits 133-134 - interesting event

IBEX instrument teams,
Still working, but wanted to get this out quick. There's a
very unusual looking event day 8, showing large negative excursions
on 3 power supply monitors. I'm guessing a bad telemetry packet, but
we should maybe check to confirm this guess. If the values are large
negative but not at the rails, we may want to investigate farther.

For Arc 133a: No obvious spin problems. IBEX-Hi CEM Back
Count exceeds yellow limits many times from day 1.7-3.2; the yellow
excursions are faintly reflected in Positive 12 Volt CEU Switch
Current. Otherwise nominal.
For Arc 133b: No obvious spin problems. IBEX-Hi Positive
Collimator Current shows some "fuzz" after day 7, reflected in
Positive 12 Volt CEU Switch Current. IBEX-Hi ESA Voltage goes to zero
multiple times after day 8.5, similar to a gain scan; the gain scan
appears in IBEX-Lo MCP Current Monitor, Temperature, Volt monitor
(accompanied by similar "fuzz" to Positive Collimator Current), and
IBEX-Lo TOF MCP Current Monitor and Volt Monitor and MCP Voltage
Setting. The same scan appears in IBEX-Lo TOF Positiev 6V Volt
Monitor and Positive 12 Volt CEU Switch Current. Otherwise nominal.
For Arc 134a: No obvious spin problems. Spin rate, CEU
Temperature, and many other monitors all indicate an eclipse (lower
temperatures and currents at MCP, very slight voltage reductions and
very slight PS current increases) at day 2.2 or so. Otherwise nominal.
For Arc 134b: No obvious spin problems. IBEX-Lo MCP Volt
Monitor shows "fuzz" after day 7 or so; this also appears in Positive
12 Volt CEU Switch Current. NOTE: Payload -12V PS Voltage, +5V PS
Voltage, and +7.5V PS Voltage each show one very large drop-out, far
beyond the red low (large negative voltage for -12V) limit; this is
probably a telemetry packet error; all three events happen
simultaneously at day 8. IBEX-Hi Total Counts shows some minor
activity around Day 8.5. Otherwise Nominal.
