[Isocops] IBEX CEU SOH check for Orbits 131-132

IBEX instrument teams,
Continuing to try to catch up. Only 28 orbits = 56 segments to go!

For Arc 131a: No obvious spin problems. All nominal.
For Arc 131b: No obvious spin problems. IBEX-HI Positive
collimator Current shows some unusual "squiggles" near the end of the
arc. IBEX-Lo MCP Volt Monitor shows "fuzz" days 5.7-7.5 and 8.3-9,
reflected as usual in Positive 12V CEU Switch Current. Notably, the
fuzz is suppressed when the -Lo PMT voltage is set back. Otherwise
nominal.
For Arc 132a: No obvious spin problems. At day 2.4, IBEX-HI
CEM Back Count goes far beyond the yellow limit and nearly to the red
limit, with another minor excursion around day 2.7; the high yellow
excursion is reflected in IBEX-Hi Positive collimator current and
Positive 12 Volt CEU Switch Current. Around day 2, there are a series
of steps in IBEX-Hi CEM current that look like a gain scan; this is
also apparent in IBEx-HI CEM Voltage and IBEx-HI ESA Voltage shows
zeros consistent with this as well. Otherwise nominal.
For Arc 132b: Spin error around day 8 (DOY 198.3 or so) shown
in General Status, ACS plots of Rotation Error, Pulse Error and Axis
Error, Spin Rate Error, and ADC values (with ComputedFractionValid
down to 0.1 or less). IBEX-Hi Positive Collimator Current shows some
noise at the end of the last day. IBEX-Lo MCP Volt Monitor shows
"fuzz" days ~6-end, reflected as usual in Positive 12V CEU Switch
Current.
