[Isocops] IBEX Goat Herder 11 Mar 12

[Ibex Mission Operations]

The Perigee contacts for Orbit# 158 were nominal for command/telemetry.

The payload was put into HVSTANDBY due to a Solar CME on 7 Mar 12 and
remained until the nominal 15re Ascending commands were executed in Orbit#
159 ATS on 11 Mar 12.

The spacecraft was monitored at 17re Ascending and looked nominal.
