[Isocops] Orange Flag Status

Hi All

Amazingly, particle fluxes are still trending *down*, which is great news. 
In principle, we are at flux levels where we could change the storm status
from orange to yellow. However, there is a fast CME that is supposed to 
reach us around midnight. At this time, I am going to maintain the Orange 
Flag. However, conditions continue to improve, despite recent flare
activity. I will send out another update in the morning.
