[Isocops] IBEX CEU SOH check for Orbits 161-162.

IBEX instrument teams,
	10 orbits behind. IBEX-LO TOF MCP Current Monitor has 
increased slightly over course of mission, but still well away from 
yellow limit.

	For Arc 161a: No obvious spin problems. IBEX-Hi Positive 
Collimator Current shows some "fuzz" before day 1. IBEX-HI ESA 
Voltage shows a couple of excursions to 0 before day 1. IBEX-LO LV 
Volt Monitor is slighly low during this "fuzz" period, and IBEX-Lo 
TOF Positive 6V Volt Monitor is slightly high. IBEX-Lo MCP volt 
monitor has a few drop-outs about day 1.1 and its normal fuzz is 
suppressed from day 1-1.7 or so; Positive 12 Volt CEU Switch current 
also reflects the fuzz suppression. Otherwise nominal.

	For Arc 161b: No obvious spin problems. IBEX-Lo MCP Volt 
monitor "fuzz" suppressed days 7-8. IBEX-Lo PAC Current monitor 
exceeds yellow limit on start-up. Otherwise nominal.

	For Arc 162a: Horrendous spin problems first 3 days. 
FractionValid stays below 0.02 until day 2.5, then slowly recovers. 
IBEX-Lo PAC Current monitor exceeds yellow limit on start-up. 
Otherwise nominal.

	For Arc 162b: No obvious spin problems, although 
FractionValid drops to 0.02 or so for a short time around day 3. One 
drop-out in IBEX-Lo MCP Volt Monitor. Otherwise nominal.
