[Isocops] IBEX Orbit# 171 Special Payload OPS

I approve IBEX_2012_179_o0171a_eclipse_v001.scr

 

It matches the approved STF, I checked 
http://ibex.unh.edu/cgi-bin/ats.cgi and it does not conflict with any
other commanding already uploaded, we are not in HVSCI despite the CCVR
complaints and it looks good with standard checklist checks.
