[Isocops] IBEX Goat Herder 21 June 12

[Ibex Mission Operations]

The SSR_Dump/Tracking Contact for Orbit# 169 was intermittent for
command/telemetry.  The data line from Orbital to USN was inoperable and
repairs were completed Monday morning.  The SSR was dumped successfully and
the data captured at the ground station.

The long eclipse was successful for the BUS and the batteries were within
limits on the eclipse SOH contacts. The Battery state of charge were within
expected ranges (3.45-3.65V for all cells).

IBEX_Lo was detected safed on the SOH contact 19 June 12 @1000 UTC and
notifications sent for a FRB to recover the payload.

*FRB Summary* :Lo safing was due to an over current protect (OCP) on the
PAC on Jun 19 0943 UTC. This was noted at the 1000 UTC contact.
Corresponding data was dumped at the 1330 UTC contact.  In a PAC or MCP
OCP, Lo internally disables its own power supplies when it sees a very
large current for 50us. The CEU will then safe Lo, power it off and set the
appropriate Lo Safed flags.

IBEX_lo  was recovered and is operating nominally
