[Isocops] IBEX Orbit# 174 ATS v002 - approve

All,
	I have looked at the Orbit 174 ATS v002 (No -Lo commands)

IBEX_2012_207_o0174a_v002.txt

and I approve. Diff shows the only change from the v001 commands is 
addition of the battery balancing commands; those commands don't 
conflict with any maneuver, AST outages, scheduled contacts, etc; the 
balancing period is 1.5 hours and the terminating command is the 
...FALSE... one as expected.
