[Isocops] [Ibexhi] X-class flare

Hi All

A quick update on the event: 10 MeV fluxes peaked around
30 particles/cm^2-s-sr and are headed back down again. 
Fluxes remain elevated and the yellow flag remains in place. 
Unless, we have further flares, the event will continue to decay.
