[Isocops] IBEX Orbit# 173 ATS v002 - approve

	I have looked at the Orbit 173 ATS v002 (No_Lo)

IBEX_2012_197_o0173a_No_Lo_v002.txt

and I approve.

	No constraint violations per .ccvr file:

IBEX_2012_197_o0173a_v001.ccvr

	The PL commands in the ATS v002 match the STF v001

IBEX_2012_197_o0173a_v001.stf

per Ken's script (thanks!) with the exception that the -Lo commands 
have been (properly) commented out.

	PL ascending and descending operations make sense with 
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2012_197_o0173a_v001.oef

	Star tracker outage near perigee delays inertial maneuver by ~4 hours.

	Moon in -LO FOV Commands irrelevant, since -Lo is off.

	Ground station contact times agree with times in

IBEX_2011_Orbit173_v003.caf

	for all 3 contacts.

	No battery cell balancing this orbit. Charge before long 
eclipses 2nd and 3rd orbits ago. Need to do it next 2 orbits.

	Inertial maneuver at the end of orbit 172 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
