[Isocops] IBEX Orbit# 155 ATS v001 - approve

I have looked at the Orbit 155 ATS v001
IBEX_2012_034_o0155a_v001.txt
and I approve.
Constraint violation per .ccvr file:
IBEX_2012_034_o0155a_v001.ccvr
expected due to eclipse. Indicated level of 0% charge appears
to be an MPS anomaly, consistent with recent orbits.
More interestingly, SC state is reported as wrong;
explanation is in Sheral's email and the command sequence is correct
and similar to previous orbits, so this is an incorrect warning.
The PL commands in the ATS v001 match the STF v002
IBEX_2012_034_o0155a_v002.stf
per Ken's script (thanks!).
PL ascending and descending operations make sense with
respect to 15 Re ascending, Apogee, and 15 Re descending times from
IBEX_2012_034_o0155a_v001.oef
No Moon in -Lo FOV PMT setback commands needed per the .oef,
and none in the ATS.
Ground station contact times and rates per
IBEX_Orbit155Contacts_v001.txt
match S/C commands for both contacts.
Battery cell balancing this orbit, as expected. FALSE
command is second as appropriate.
Inertial maneuver at the end of orbit 154 left us pointing in
a safe direction for ascending and descending macros during first
half of orbit:

**Overlap** to orbit 154 apparent by manual check and by
reference to http://ibex.unh.edu/cgi-bin/ats.cgi. This was described
above; the overlapping commands are exclusively for the late Orbit154
perigee contact. The correct chronological sequence is below, and
should be OK:
