[Isocops] IBEX Orbit# 154 ATS v001 - approve

	I have looked at the Orbit 154 ATS v001

IBEX_2012_025_o0154a_v001.txt

and I approve.

	Constraint violation per .ccvr file:

IBEX_2012_025_o0154a_v001.ccvr

	expected due to eclipse. Indicated level of 0% charge appears 
to me an MPS anomaly, consistent with recent orbits.

	The PL commands in the ATS v001 match the STF v003

IBEX_2012_025_o0154a_v002.stf

per Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2012_025_o0154a_v001.oef

	Moon in -Lo FOV PMT setback commands needed per the .oef, and 
match times reasonably (.stf starts 5 hours late and ends 3 hours 
late).

	Ground station contact times and rates per

IBEX_Orbit154Contacts_v001.txt

match S/C commands for all 4 contacts.

	No Battery cell balancing this orbit, we did it last two 
orbits with eclipses.

	Inertial maneuver at the end of orbit 153 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
