Guys,
  As per Ryan Tyler's email, I have created V002 of the ATS which sets the 
eclipse flag for battery balancing at PERIGEE and not the actual eclipse.
 Please respond to this email thread with comments/approvals.

The long eclipse flag does not need to be set for the 1/25 eclipse (beyond
any normal cell balancing). This eclipse should be fairly benign, similar
to the eclipses seen prior to the delta-V burns last year.

Some of you have already seen this, but attached is a spreadsheet showing
the current projection for all eclipses for the next several years and
what, if anything, we should do about each of those eclipses. This is 
based
on a long-term ephemeris prediction, so we should use the eclipse tool to
verify these results closer to the eclipse events when we have
latest-and-greatest ephemeris predictions.
