[Isocops] Additional Static Z-Rate CAR executed

Hello ISOC team,

 

During today's apogee pass, an additional CAR was sent to reset the
static Z-rate following the apogee sun precession maneuver, with me
supporting via phone. 

 

This was needed because the spin rate changes slightly after each
maneuver. Ryan Tyler estimated the change in spin rate by getting an
average of the changes seen  since the orbit change (see the special
instructions section of the CAR). This change in spin rate was added to
the current static z-rate setting and uploaded, to reduce the amount of
de-spinning needed post-maneuver. CAR attached.
