I have looked at the Orbit 192 ATS v002
IBEX_2012_004_o0192a_v002.txt
and I approve.
No constraint violation per .ccvr file:
IBEX_2012_004_o0192a_v001.ccvr
The PL commands in the ATS v002 file match those in the STF
IBEX_2013_004_o0192a_v001.stf
according to Ken's script (thanks!) to V001 and then diff
between v001 and v002.
PL ascending and descending operations make sense with
respect to each other and to 15 Re ascending, Apogee, and 15 Re
descending times from
IBEX_2013_004_o0192a_v001.oef
Star tracker outage for 2 days and 4 hours of first arc
ascending science operations; may require de-spinning.
Moon in -LO FOV during ascending arc and apogee operations;
ATS commands are 1.5 hours late start and 12 hours early end compared
to .oef start and end times for a 2 day Moon in FOV period, which is
about normal. Voltages are set down to correct levels one minute
after science operations begin subsequent to apogee maneuver, as is
correct.
Ground station contact commands match contact times and bit
rates in Contacts file
IBEX_2011_Orbit192_v001.caf
for all 3 contacts. (Note .caf file name is odd, saying 2011
vs. 2012, but events match up.)
Battery cell balancing this orbit. Should skip next orbit.
Second command is FALSE, 1.5 hours after first command, not near any
other event.
Inertial maneuver at the end of orbit 191 left us pointing in
extra safe directions for ascending and descending macros during
first half of orbit:

Pointing is in -Lo ISM mode operations during January, so sun
angles are lower and will continue to be lower through January.
