[Isocops] IBEX Orbit# 191 ATS v002 - approve

	I have looked at the Orbit 191 ATS v002

IBEX_2012_361_o0191a_v002.txt

	and I approve.

	No constraint violation per .ccvr file:

IBEX_2012_361_o191a_v001.ccvr

	The PL commands in the ATS v002 file match those in the STF

IBEX_2012_361_o0191a_v001.stf

	according to Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to each other and to 15 Re ascending, Apogee, and 15 Re 
descending times from

IBEX_2012_352_o0191a_v001.oef

	Star tracker outage for first 2 days and 7 hours of first arc 
ascending science operations and SSR dump pass; should not affect 
ramp-up but may require de-spinning.

	Moon in -LO FOV during descending arc; ATS commands are 3 
hours early  start and just right end compared to .oef start and end 
times for an 8 hour eclipse, which is about normal.

	Ground station contact commands match contact times in Contacts file

IBEX_2011_Orbit191_v002.caf

	for all 3 contacts. (Note .caf file name is odd, saying 2011 
vs. 2012, but events match up.)

	Battery cell balancing this orbit. Should do next orbit as 
well. Second command is FALSE, 1.5 hours after first command, not 
near any other event.

	Inertial maneuver at the end of orbit 190 left us pointing in 
extra safe directions for ascending and descending macros during 
first half of orbit:

	Pointing is in -Lo ISM mode operations during January, so sun 
angles are lower and will continue to be lower through January.
