[Isocops] IBEX Orbit# 190 ATS v001 and -Lo Gain test - approve

All,
	I have looked at the Orbit 190 ATS v001

ibex_2012_352_o0190a_v001.txt

	and the -Lo Gain test

ibex_2012_352_o0190a_LGC_v001.txt

	and I approve.

	One constraint violation per .ccvr file:

IBEX_2012_352_o190a_LGC_v001.ccvr

	due to absence of S/C commands in that load, as expected.

	The PL commands in the ATS v001 file match those in the STF

IBEX_2012_352_o0190a_v001.stf

	and those in the -Lo gain test match the -Lo gain STF

IBEX_2012_352_o0190a_v001_lgc.stf

	according to Ken's script (thanks!).

	PL ascending and descending operations make sense with 
respect to each other and to 15 Re ascending, Apogee, eclipse, and 15 
Re descending times from

IBEX_2012_352_o0190a_v001.oef

	Star tracker outage for first 27 hours of first arc ascending 
science operations and SSR dump pass; should not affect ramp-up but 
may require de-spinning.
	Star tracker outage last 3 hours of descending and ramp-down; 
should not affect ramp-down but may require de-spinning.

	No Eclipse operations.

	Moon in -LO FOV during ascending arc; ATS commands are 4 and 
3 hours later than .oef start and end times for a 12 hour eclipse, 
which is about normal.

	Ground station contact commands match contact times in Contacts file

IBEX_2011_Orbit190_v001.caf

	for both contacts. No contacts during eclipse. Post Eclipse 
pass  begins 2 hours after eclipse ends.

	No battery cell balancing this orbit. Should do next orbit.

	Inertial maneuver at the end of orbit 189 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:

	-Hi Neg collimator back to operating at nominal voltage.

	-Lo gain test during descending Science arc; overlaps with 
star tracker outage.

	Pointing is beginning set-up for -Lo ISM mode operations in 
January, so sun angles are lower in second arc and will continue to 
be lower through January.
