[Isocops] IBEX Orbit# 177 ATS v002 - approve - no contact commands in ATS

All,
I have looked at the Orbit 177 ATS v002 (No -Lo commands)
IBEX_2012_235_o0177a_v002.txt
and I approve.
No constraint violations per .ccvr file:
IBEX_2012_235_o0177a_v001.ccvr
The PL commands in the ATS v002 match the STF v002
IBEX_2012_234_o0177a_v002.stf
per Ken's script (thanks!).
PL ascending and descending operations make sense with
respect to 15 Re ascending, Apogee, and 15 Re descending times from
IBEX_2012_235_o0177a_v001.oef
Star tracker outage near perigee necessitates sun-pointing maneuver.
Moon in -LO FOV; HV set-back commands appear in
IBEX_2012_o0177_Lo_Star_Sensor_v001.txt
-Lo commands are concentric with .oef Moon-in-FOV times and
inside by 1-2 hours, as normal. NB: This load will probably not be
made, to allow for -Lo turn-on at start of o177.
Ground station contact times in
IBEX_Orbit177Contacts_v001.txt
have no matching contact times in ATS. Presumably coming in a
later load?
Battery cell balancing this orbit; commands are > 1.5 hours
from anything and FALSE command is the second one, as expect.
Inertial maneuver at the end of orbit 176 left us pointing in
a safe direction for ascending and descending macros during first
half of orbit:

this orbit.
