[Isocops] IBEX Orbit# 177 IBEX_Lo Start Sensor

Hi guys,
 
Since we are targeting 8/22 (start of orbit 177) for the Lo Recovery, we should not upload o0177 Lo Star Sensor only commands. If the recovery gets delayed for any reason the Lo Star Sensor can remain at HVSTANDBY levels until either the following orbit or the Lo Recovery (depending on the reason for the recovery delay). 
 
The next substantial outage is not until orbit 181.

The commands will be uploaded on 21 Aug 12 or during Special OPS 
All comments/approvals are needed before 20 Aug 12 @1800 UTC

 
Please note the following constraints.
The constraint violations are generated because we are not using a FULL STF file to generate the IBEX_LO commands.
I have commented out the maneuver commands.
