[Isocops] LEOP Activity Warning

The intent of this message is to advise that USN will be using the new Planning and Performance System
for scheduling, and records keeping beginning  Monday, April 23.  The new system has been running first as
 shadow to our previous system, and then as a primary system with the previous system as backup.  The
system will now on the date mentioned be the exclusive system for USN.
