[Isocops] IBEX Orbit# 140 SSR_Dump Contact

Guys,
     The Orbit# 140 SSR_Dump contact on 28 Sept 11 @ 0600 UTC failed for
intermittent command/telemetry.
The USN/AK antenna stopped tracking the spacecraft during the SSR_Dump, the
contact was extended 15 minutes but we lost about 1600 SSR Blocks of data
during that time.
The following objectives were completed
1. CAR# 488 Upload Orbit# 142 ATS
IBEX_2011_280_o0142a_v001 (153-248)
2. reset_master_timer.scr
