[Isocops] IBEX Orbit# 142 v001 ATS (8 Oct 11 - 17 Oct 11)

I've already checked the orbit 142 OEF file and see no outages post-apogee. I also checked the O-mode start/stop times and they still look good to me with respect to the ascending and descending times. Harald is also going to check the ATS.

Regarding O-mode, we need to check into the latest predictions of star tracker outages and make sure the O-mode commands are still valid. 

Ken, can you look into that.
