[Isocops] Questions : IBEX Orbit# 141 ATS v001 (28 Sept 11 - 7 Oct 11)

I have some questions on the command load : 
 
There are 2 different filenames for o141 oef : one with doy 262 & one with doy 171. What is the difference between these files?
 
The Orbit 141 contacts file has the 9/29 0700 contact as a 2k but the ats commands it at 40k.
