[Isocops] Partial SSR Dump o0138

Hi folks,
 
We were able to get down about half of orbit 138 data. We had to step the data rate down during the SSR Dump pass; the pass was extended but there was not enough time to dump the data at the lower rate. The data will be re-dumped next perigee after the o139 data dump. (9/19)
