[Isocops] [Ibexops] Orbit 137 Contact Statuses

Hi everyone,

Here are the statuses for the o137 contacts.

DOY 240 0700 UTC contact w/ USHI-02 (apogee): Pass for Doppler

DOY 243 2200 UTC contact w/ USAK (P/D): Pass for Doppler

DOY 245 0200 UTC contact w/ APL (P/A):  Right now we are considering this
contact a failure for Doppler, but we are in contact with APL and we will
see if we can resolve the issues we are having.
