[Isocops] CRONology 2011-10-18 - Weird error messages continue

All,
"NO Valid Blocks were seen" error messages continue.
Ephemeris passes all tests, barely, which is good since the
previous ephemeris used only one track (and hence we expected large
changes for this ephemeris).
