[Isocops] IBEX Orbit# 144 ATS v001 - approve.

	I have looked at the Orbit 144 ATS v001

IBEX_2011_299_o0144a_v001.txt

and I approve.

	No constraint violations.

	The PL commands in the ATS v001 match the STF v002 file 
(including O-mode commands)

IBEX_2011_299_o0144a_v002.stf

per Ken's script.

	PL ascending and descending operations make sense with 
respect to 15 Re ascending, Apogee, and 15 Re descending times from

IBEX_2011_299_o0144a_v001.oef

	Moon in -Lo FOV PMT setback commands more or less match times 
from the .oef, but run begin is ~1/2 hour later for the ATS. This is 
within normal variances between the two.

	NOTE: As in Orbit 143, O-mode during ascending arc is 
substantially overlapped with Moon in -Lo PMT set-backs.

	Ground station contact times per

IBEX_Orbit144Contacts_v001.txt

match S/C commands for all 3 contacts.

	No battery cell balancing.

	Inertial maneuver at the end of orbit 143 left us pointing in 
a safe direction for ascending and descending macros during first 
half of orbit:
