[Ibex Mission Operations]

Guys,
    The second Perigee contact for Orbit# 146 was successful for
command/telemetry.
The remainder of Orbit# 145 SSR_Dump was completed, the ATS for Orbit# 148
IBEX_Lo gain Test was uploaded and the maneuver was successful.
The full Goat Herder will be released today
