[Isocops] [Ibexops] IBEX USHI01 Contacts DOY 149 and 150

Hi everyone,

The USHI01 DOY 149 15:00 UTC failed for Doppler (really the lack of
Doppler). Can anyone confirm that the contact began on time? The first
measurement file we received was at 15:23 and it was empty (presumably
because we lost telemetry at 15:19 according to Sheral). I checked with Dan
Hobel and he confirmed that no tracking files were created prior to 15:23.
This isn't a huge deal since this was not a primary contact, but I am trying
to understand what happened.

The USHI01 DOY 150 16:00 UTC pre-maneuver tracking contact provided good
Doppler and was successful for FDG.
