[Isocops] IBEX Orbit# 127 v005 ATS - approve

All,
	I have looked at the Orbit 127 ATS v005 
(IBEX_2011_148_00_00_v005.txt) and I approve.


	Diff shows the only changes from v004 are the format of the 
PL HVSTANDBY commands, so all the checks for v004 apply to v005.
