[Isocops] IBEX Orbit# 127 v004 ATS - approve

All,
I have looked at the Orbit 127 ATS v00
(IBEX_2011_148_00_00_v004.txt) and I approve.
The portentious "PL mode unknown" constraint violation
messages appear near the beginning of the orbit, as always. I worry
more about this now than I used to. All other constraints are
addressed by v004.
The PL commands in the ATS v004 match the STF v003 file
(IBEX_2011_148_23_42_v003.stf), per Ken's script (Thanks, Ken!).
PL ascending and descending operations make sense with
respect to 15 Re ascending and descending times respectively.
No Moon in -Lo FOV PMT setback commands, and none needed per the .oef.
Ground station contact times match S/C transmitter-on times
for the first 5 contacts; other contacts will be added later.
No battery cell balancing commands for this odd-numbered orbit.
Inertial sun-pointing maneuver at the end of this orbit
deleted, since it takes us farther away from the direction the
maneuver pointing will take us to shortly thereafter.
At end orbit 126, we pointed at:

At end orbit 127, we would point to:
R.A. +73.781 Decl. +22.598 2011/06:05:03:18:22
And then for the maneuver, we would point back to:

so it would save fuel and time to skip that middle repoint.

PL ramps HV down to OFF at 15 Re descending.
Only the last command from Orbit 126 overlaps, per
http://ibex.unh.edu/cgi-bin/ats.cgi. That command is

Which is OK per previous practice.
