[Isocops] IBEX Orbit# 117 ATS - approve

All,
	I have looked at the Orbit 117 ATS v001 
(IBEX_2011_072_00_00_v001.txt) and I approve.

	The standard "PL mode unknown at the beginning" constraint 
violation is the only one. I worry more about this now than I used to.

	The PL commands in the ATS v001 match the STF v001 file 
(IBEX_2011_072_07_56_v001.stf) per Ken's script.

	PL ascending and descending operations make sense WRT 15 Re 
ascending and descending times.

	No Moon in -Lo FOV PMT setback commands.

	Ground station times match S/C times for all 3 contacts.

	Battery cell balancing is more than 1 hour from anything.

	No sun-pointing maneuver this orbit. We will do a 
sun-acquisition maneuver at the beginning of Orbit 118.

	No more O-mode.

	No overlap with Orbit 116 commands.
