[Isocops] [Ibexops] DOY 181 Perigee Contacts

Hi everyone,

The Alaska 06:00 UTC primary descending contact provided good Doppler and
was successful for FDG.

The Australia 14:25 UTC perigee contact is causing some issues and, for now,
we are considering this a failure. The Doppler itself looked completely
fine, but the data is causing our tests to fail. We believe the reason for
this is that the contact was too close to perigee (~36 deg true anomaly).
This contact was a good test for our new orbit since we had thought it may
be possible to now accept perigee contacts, but it appears this may not be
the case. Once we get a few more passes in we plan on trying again to get
this pass accepted, but for now we will not be using the data.
